On July 5, 2023, Ambassador Tigran Balayan participated in “The South Caucasus and the European Union – addressing challenges, seizing opportunities” conference organized by LINKS Europe.
 
The conference welcomed representatives from the expert community from Armenia, Georgia, and Azerbaijan, as well as ambassadors accredited to the Netherlands. Toivo Klaar, the EU special representative for the South Caucasus and the crisis in Georgia, and Dirk Schuebel, the EU special representative for the Eastern Partnership, also participated in the Conference.
 
The event consisted of thematic panels, which touched upon the engagement of the EU in the South Caucasus, the prospects of its further enlargement, and the Brussels platform of Armenia-Azerbaijan peace negotiations.
Separate panel discussions were devoted to the bilateral agenda of the countries of the South Caucasus and the European Union.
 
Ambassador Balayan delivered a speech at the Armenia-EU panel discussion. He referred to the ambitious agenda Armenia has embarked on after the ratification of the CEPA, the strengthening of democratic values, the rule of law, and the reforms of the legal system. A reference was made to the recently signed agreement with Europol, a similar agreement is also anticipated with Eurojust in the near future.
 
The significance of the EU monitoring mission in Armenia was particularly emphasized, which contributes to achieving lasting peace and stability in the region.
 
During the extensive discussion following the Ambassador's speech, the Azerbaijani representative, Ambassador-at-large Elshad Iskanderov refused to publicly recognize the territorial integrity of Armenia, which was clearly recorded by the participants of the Conference.
